Water apartheid: Bills far steeper if you dont have a scale

Families who do not have a water meter are being punished with massively inflated bills.

Figures revealing changes to bills from April highlight a huge gap between the price charged for those with a meter and those without.

The gap, which can be more than 300 a year, will increase for most customers under price changes agreed for the next five years.

The move is part of concerted pressure by the Government, environmental watchdogs, the industry regulator Ofwat and the water industry itself to effectively force meters on households.

The programme will cost more than 4billion, which will be passed on to customers over time through higher bills.

The move to metering is designed to ration water use by price to cope with predictions of shortages caused by climate change and population growth.

If you do not have a meter you pay a fixed sum based on the rateable value of your home. Those with a meter pay just for the water they actually use.

Figures from Ofwat show that - taken as an average - water bills across all payment methods in England and Wales will not show an increase from April.

But the reality is that most people who do not have a meter will see significant increases in their bills over the next five years.

Householders in the South West pay the highest water bills, largely because of the cost of maintaining supplies in rural areas and keeping rivers and beaches clean.

The average bill for a house without-a meter in the region is 721, compared to 394 for a home with a meter - a gap of 327.

Based on current estimates the bill for a home without a meter will rise to an average of 935 by 2014 compared to 407 for those with a meter - a gap of 528.

A similar pattern is seen with virtually every other water company.

However for Thames Water, where the average household without a meter pays 54 more than one with, the gap will fall to 51 by 2014.

The firm will begin compulsory metering street by street later this year. Dame Yve Buckland, chairman of the customer body the Consumer Council for Water, said: "While generally the package looks better for customers over the next five years, one major issue is the ever-increasing gap between bills for customers with meters and those without.

"We are in discussions with Ofwat as to how that problem can be addressed."

Ofwat chief executive Regina Finn said the water bill price changes agreed for the next five years will fund 22billion of investment in the pipes and sewerage system.

TOKYO (Reuters) - Japan"s Finance Minister Naoto Kan reiterated his desire to target inflation, setting up a clash with the Bank of Japan over how best to pull the country out of deflation.

Kan, speaking in an interview with the Yomiuri newspaper published on Monday, said that a 1 percent rise in prices was desirable and that the central bank basically held the same view.

He also told parliament on Monday that while the government will take steps to boost domestic demand, he wanted the BOJ to do its part to overcome persistent price falls.

"It would be more difficult to restore Japan"s finances without beating deflation," Kan told a lower house budget committee.

"I hope the BOJ will strive to pull Japan out of deflation, in sync with (government efforts)."

The government fears deflation and a strong yen could hurt Japan"s fragile recovery ahead of elections in the summer, but it is limited in what it can do by the country"s massive public debt.

As one way to finance its spending, the finance minister also told the Yomiuri paper he would consider devoting sales tax revenue to welfare costs, suggesting a sales tax hike may be possible in future as Japan"s aging society means health costs are likely to grow.

But ratings agency Standard and Poor"s downplayed the benefit of any such hike if done too early in Japan"s economic recovery.

While the government and central bank may agree on an ideal level of inflation, they remain apart over how to achieve it.

Bank of Japan Governor Masaaki Shirakawa last week rejected the idea of inflation targeting, saying that tying monetary policy to short-term price moves wouldn"t work.

Like other central banks around the world, the BOJ has started unwinding some of the measures it introduced in response to the global financial crisis. But it has kept interest rates near zero.

With prices likely to continue slipping due to weak demand and with economic growth to remain slow for some time, the BOJ may come under fire from the government again to ease monetary policy more.

While Kan"s call for 1 percent inflation is in line with the BOJ"s understanding of price stability, the mere mention of such a goal effectively raises the pressure on the central bank.

"There are many ways to go about achieving such goals," the Yomiuri quoted Kan as saying, citing an interview held on Sunday.

Prime Minister Yukio Hatoyama told the same parliamentary committee on Monday that he wanted the BOJ to help support the economy.

"The government will undoubtedly do all it can. I also hope the BOJ will conduct monetary policy appropriately," he said.

The central bank yielded to a barrage of government criticism in December by calling an emergency meeting and announcing it was pumping more cash into the banking system.

The BOJ has maintained its commitment to keep monetary conditions very easy, but with interest rates at 0.1 percent, it has few conventional policy options left.

HUGE DEBT LIMITS GOVT

SP said last month it would cut Japan"s rating unless the government, which has been in office for six months, produced a credible plan to rein in debt and lift growth.

Still, there is relatively little chance SP will downgrade Japan"s sovereign rating this year unless there is a major economic shock, analyst Takahira Ogawa said on Monday in Dealing Room, a Reuters Messaging chatroom.

Concern that bond issuance will spiral out of control as the government shifts spending to measures supporting households has pushed the cost of buying protection against sovereign debt default to a 10-month high this month.

The International Monetary Fund says Japan"s public debt could hit 227 percent of GDP in 2010 -- greater than the combined annual economic output of Germany, France, Britain and Canada.

But Hatoyama has repeatedly said he doesn"t want to raise the sales tax from the current 5 percent until the next general election, which must be held by late 2013.

The government has said it will come up with a long-term fiscal plan by June, but it unsettled financial markets last year by drafting a record 92.3 trillion yen ($1,009 billion) budget for the fiscal year from April.

BASRA, Iraq (Reuters) - Iran hopes to double trade with Iraq to $8 billion this year, an Iranian diplomat said on Sunday, shrugging off Western-backed sanctions aimed at curbing business with the Islamic Republic.

Shi"ite Muslim Iran is the main trading partner of Shi"ite-led Iraq and has been one of the largest investors in Iraq since the fall of Sunni dictator Saddam Hussein.

A series of agreements between Baghdad and Tehran could boost bilateral trade between the two countries to $8 billion in 2010, up from $4 billion last year, Iran"s consul in the southern oil hub of Basra Mohammed Reza Baghban said.

"We are sure that, if there are no obstacles in Iraqi-Iranian economic relations, bilateral trade between the two countries will be double what it was in 2009," he told reporters at an Iranian trade fair in Basra.

The main areas of trade between the two countries are the construction, food and industrial sectors.

The United States and its European allies have been trying to pressure Iran to suspend its disputed nuclear programme, which the West suspects is aimed at making bombs. Tehran says the programme is for peaceful purposes and will not be halted.

The Islamic state is currently under U.S. and U.N. sanctions.

Iraq wants to boost economic ties with its neighbors and attract investment to develop an infrastructure and economy battered by years of war, under-investment and sanctions.

Budget skiing in Aspen: How to suffer Colorados slopes for a couple of dollars less

A few days in Aspen - now that"s got to be a treat, I thought. Five-star luxury, rubbing shoulders with celebrities while meandering the affluent streets of this former mining town nearly 8,000ft up in Colorado"s Rockies, perusing art galleries and fashion boutiques, agonising between a margarita or a martini in swanky bars and delighting in exquisite cuisine - what"s not to like?

I knew I"d slot seamlessly into this exotic lifestyle and make the most of living the "I"ve made it" dream.

Heck, even the slopes get spa-like treatment - so meticulously buffed that the snow is gossamer-soft and the surface as true as an Olympic-quality ice-dancing rink.

Star destination: Aspen is favoured by celebrities including Mariah Carey but it can be done on a shoestring too

All the above is normally true but, as I discovered, there is another side to Aspen, a shockingly inexpensive, unglamorous, hard graft side.

For a start, this way you don"t even fork out for a lift pass because you walk up the mountain.

Some of our 16-strong party used snow shoes, others, including myself, used touring skis which have easily removable synthetic skins on their bases enabling us to push uphill without sliding back, simulating the action of seal skins used in the pioneering days by skiing explorers.

We also had combination ski bindings, meaning when in uphill mode you can release the heel binding to more easily effect a walking motion. Then when skiing downhill, it can be clicked back into place.

Our destination was Margy"s Hut, one of 17 huts built by the US Army"s 10th Mountain Division dotted across the central Rockies, the first few huts funded by relatives of loved ones killed in the Second World War.

The snowy trail-head started a few miles out of Aspen from a village called Lenado at an altitude of 8,640ft just past the old, bohemian community of Woody Creek where the colourful writer Hunter S. Thompson lived and eventually took his own life five years ago.

The seemingly endless uphill trudge, with a backpack containing food, water, toothbrush, change of clothes and mandatory avalanche safety equipment such as probe, transceiver and shovel, took me nearly five-and-a-half hours.

I didn"t sit down once as I was so fatigued I thought I would fall into a deep sleep. The altitude, exhaustion and jet lag combined to make me rather confused but I kept going and the eventual sight of the basic, rustic hut at 11,300ft was such a relief it might as well have been a palace.

This palace didn"t have central heating but it did have a wood stove which we surrounded with our sweaty boots, leaving them to dry.

We filled the large cauldron on top with snow to make water. On the kitchen gas stove, the heroic ladies in our group cooked up a spag bol fit for royalty and we all gobbled it with silent, grateful relish.

There are no baths or showers and the outside toilet, 20 yards down an icy track, was grim.

But even with the simplicity of our accommodation, the symphony of aromas from the boots, the mattress-to-mattress dorm-style sleeping and inevitable chorus of snoring, it was the magnificence and remoteness of our location, the effort it took to get here, the clarity of the stars and the camaraderie that made this experience something I will definitely seek more of.

After skiing down next day we stopped at the Woody Creek Tavern. I wanted to see the old, wooden bar and restaurant which was Hunter S. Thompson"s favourite hangout.

Among the paraphernalia on the walls is a poster from when Hunter wanted to become sheriff. He didn"t get elected but did have a lot of support for his legalise-practically-everything policies!

A few feet away is a picture of him with a handwritten letter to the Tavern owners apologising for letting off a smoke bomb inside.

A bath later that afternoon in Aspen"s funky Sky Hotel was sooooo good. Then a dip in the outside heated pool and soak in the elevated hot tub with margarita in hand. Finally I was living the Aspen lifestyle I had dreamed of.

The 45-minute hike to the top of the bowl above Aspen Highland"s ski lift system, for a wonderful off-piste descent, seemed like child"s play after my five-hour ordeal.

The reward is not just the skiing but the lunch at Cloud 9, the best on-mountain food of any of Aspen"s four separate skiing mountains.

After a great osso bucco of elk lunch, most tables were ordering shots of all things super-alcoholic.

Then, as the DJ music got louder, tables were cleared from the centre and a scaffold pole was brought in and fixed from floor to ceiling, allowing skiers and snowboarders of all ages to show their prowess as pole-climbers with willing male hands helping the women upwards.

Our party left just as management were bringing out the whipped cream. Only in Aspen!

Spending on costly consultants soars opposite Whitehall

Spending on expensive consultants has soared across Whitehall, defying the recession and Gordon Browns pledge to halve costs within two years.

Taxpayers paid out more than 22.7 million extra on consultants in the last financial year than the previous 12 months.

Despite the Prime Ministers promise to slash consultancy costs by 2012/13 with his ;smarter government initiative, spending is rising in at least seven government departments.

Officials at supposedly cash-strapped government departments even blamed the recession as an excuse for the rising costs.

Consultancy costs at the Treasury more than doubled to 54.6 million from 24.1 million.

The banking crisis has been blamed for most of the extra cost, with executives from the guilty industry brought in to advise officials how to avoid a repeat disaster.

The department said that 90 per cent of those costs had been billed to the bailed out banks.

As majority shareholders in the troubled institutions, however, taxpayers would still be ultimately landed with the bill.

Officials at the Department for the Work and Pensions also blamed its rising consultancy bill up 19 million or nearly 25 per cent on the recession.Costs at the department went up from 76.5 million to 95.2 million.The Home Office has seen its consultancy costs rise by 46 per cent, from 96 million to 140 million.

Most of the extra cost was put down to counter-terrorism, the contentious identity card programme and security.

The rise in the last year is in stark contrast to the 52 million reduction between 2006-07 and 2007-08.

Childrens Secretary Ed Balls presided over a 12.9 per cent rise in consultancy costs at his department, where the bill rose from 62 million to 70 million.

The Department for Transport spent 77.5 million in 2007-08 compared to 68.3 million in 2006-07 - a rise of 13.5 per cent.

With council workers facing the sack across the country, the Department for Communities and Local Government still spent 44.7 million on consultants, half a million pounds more than the previous financial year.

Lord Mandelson"s Business, Innovation and Skills department also spent more on consultants.

The Department for Culture, Media and Sport and Cabinet Office both saw their spending rise slightly.

Analysis of 19 government departments consultancy bills shows that the bill for consultants is nearly 874 million (873,645,197) for 2008-09. This is a rise of 22.7 million from the previous year.

The latest figures do not include the Department of Energy and Climate Change and Department for Environment, Food and Rural Affairs which were not available.

Liberal Democrat cabinet spokeswoman Julia Goldsworthy, who the figures said the lavish spending was irresponsible.

;These astonishing sums of money being spent on outside consultants beg the question of what the Civil Service is for, she said.

;At a time when budgets need to be tightened, it seems entirely irresponsible for ministers to be throwing money around like this.

Shadow Cabinet Office minister Francis Maude said: ;At a time when there needs to be restraint after Labour maxed out the nation"s credit card, ministers seem happy to carry on casually spending the money of the hard-pressed taxpayer. Labour have taken economic incompetence to a new level.

TaxPayer"s Alliance chief executive Matthew Elliott said: ;Its extremely disappointing that consultancy spending is still on the rise, despite all the talk of getting it under control.

All three of the main parties have pledged to slash consultancy spending.

A Treasury spokeswoman said that central government spending on consultants had fallen by 31 per cent in three years.

She added, ;The Smarter Government announcement in December committed to a further reduction of 50 per cent by 2012-13.

;Consultancy support has proven central to the successful delivery of many government projects where no internal resource is available, however it is essential that Government ensures consultancy spend is accountable, appropriate and cost effective.;The consultancy value programme is working well to help departments in driving greater value from Government"s use of consultants.A National Audit Office investigation in 2006 found Whitehall was spending around 1.8 billion a year on consultants without properly assessing whether existing staff could do the work.

TORONTO (Reuters) - Agrium Inc (AGU.TO) extended its offer to acquire U.S. rival CF Industries by a month on Friday, prolonging an almost year-long battle between the two fertilizer companies.

Agrium"s offer of $45 in cash plus an Agrium share for every CF share, is now set to expire on March 22. The previous expiration date was February 22.

A year ago Agrium bid $3.6 billion to acquire its smaller rival and since then Agrium has repeatedly sweetened its offer, which is now worth roughly $5.4 billion.

CF Industries, which itself only recently withdrew its hostile takeover bid for rival Terra Industries (TRA.N), has been unswayed by the offer and argues that it substantially undervalues the company.

Calgary, Alberta-based Agrium plans to launch a proxy battle against CF and has chosen two nominees for election to CF"s board later this year. The date of CF"s annual meeting of stockholders in 2010 has yet to be finalized.

"Agrium remains fully committed to acquiring CF and will proceed with the nomination of two highly qualified, independent individuals to CF"s board of directors," Agrium Chief Executive Mike Wilson said in a statement.

Earlier this week, Norway"s Yara (YAR.OL) agreed to acquire Terra for about $4.1 billion, in a move to cement its position as the world"s largest producer of nitrogen-based fertilizers.

Wilson said the Yara-Terra deal illustrates the benefits of being part of a larger, global company. "We believe CF will recognize this as well," he added.
